Dreamweaver Layers/ Flash Buttons?

I want to control layers in DreamWeaver using Flash created buttons.... Unforunately that's the extent of what I know, other than that this doesn't appear to work.

Does anyone know of a solution to this, other than complex code writting if such a thing is possible? Or would I be better off to rebuild the whole scene as one file in Flash?

I'm new to this so bear with me if this is a silly question...
