Tweeing can animate things on your website..

Such as using to 'scale' bar/lines... or to simulate a drawing effects..etc..etc.. It would also be a good way for you to animate the figure you are asking about...

For that it really depends on what you want to do...how much movement..etc..etc

I would draw/make the figure...and make legs and arms each on different layers....change the 'center points' of each...and do rotating 'tweens' to simulate movement.

In the case of a man walking from left to right,
one simple method is to make the man in a movieclip in itself.
You would give the man the animation of walking, only he isnt moving.
He is just kind of walking in same spot. Like the moonwalk Ha!
Frame by frame animation would be the best method for that process, although you can do it other ways.
When you are happy with the animation, you then put that movie clip onto where ever and give the motion tween to that movieclip.
Now he would look like he is moving.
Check out the attatchement I made.
Its only a 3 frame animation for his walk, but I just did that to give you the idea.
Feel free to laugh. (I probrably still will be by the time you get this )

Ive had go at the stickmen thing along time ago.
    You need patience.
I thought I had no limit

    Ha ha.
    Though you are right.
    I keep forgetting bout this.
I never got to use Flash 5 yet, just went from 4 to MX.
I sometimes worry about, what I have missed in 5, when it comes to scripting (which I dont know too much about) it seems I have missed alot.
Anyway, The flash5 version of walk.fla
