For someone who is a beginner

3ds max, its definitly a good program to start with, great easier to learn user interface (while i did say easy, i said easier..it is still a steep learning curve, but much easier then some others)
but for a beginner in 3d, i would probably recommend lightwave the most, i have read it is a great 3d app. for beginners, and comes standard with probably the best renderer..max needs something like brazil r/s to make top quality stuff
not until you get much better with 3d would i recommend going to look into maya..while it might have the best modeling(in some aspects) and has tons of features..its just a punch in the face when you first open it

truly matters on what you want to accomplish. if you mean for web output, I suggest Swift3D which outputs to flash format, *.swf.
other options would be Amorphium 3.0 or Eovia Carrara Basics.
However, if you ultimately want to use 3ds max, then you might want to start with the free gMax and then make your way up to the more feature-laden, and web format saavy Plasma... which all are based on the 3ds Max architecture.
Hope that helps a little bit.

No contest. swift3d. it's cheap easy and you'll always use it, even after your comfortable with the high-end stuff.

xsi, you wouldnt think so but the learning curve only takes about 2 weeks to get basics down once you understand how it works.

lightwave or xsi...jump right into it. you won't touch Swift3D again.
