two questions for someone willing to answer:
1) do u know any cool webpage where I can find sounds for free?? I'm looking for cartoon sounds like BOOM! SPLASH! CRASH! WOOOPEE!
2)How can I create the effect of the tv when it shows only grey dots moving all around? I just want a simple way of doing it without AS if possible...

Just draw your screen and fill with a dark gray.
Create a layer above it, go to your line panel, choose either dash or dotted line (or a mix of both) and set the thickness to whatever looks good on the screen, and draw lots parallel lines across the screen in a lighter gray. (Even add in some black or white lines if you wanna get fancy.)

Make a couple keyframes of this, and just move the lines back and forth randomly from frame to frame, so that when played, the lines look 'jiggly'.

Suit to taste, and you have an easy chintzy TV snow screen effect!
