about the cursor controlled scrolling navigation

I wanted to do just like "The Horizontal cursor controlled scrolling navigation" from the tutorial in the link below:

I followed all the steps until the end, everything worked but not the scrolling effect. Actually I got lost at the last part where the author mentioned that "The only thing left for you to do is alter the numbers -98 and -33", I mean I couldn't just come up with numbers out of the blue, there should be a logic or something, or may be I'm doing it all wrong!!
I want you guys to take a look at both the tutorial and my attached source file, and please tell me how can I make my work do the same, tell me what am I doing wrong!!

Here I'm back one day after I posted my ad, and I'm surprised to see that no one could figure it out, I mean most of the work was done, I'm sure it's just a little thing which is going wrong.
I really need to finish this project guys, I appreciate any help .

yeah, seems no-one either knows or wants to answer you. I've been stuck on the same problem, trying to figure out what those numbers mean so I don't spend the rest of my life putting in random numbers... what the hell?
