if you are asking "how do I compress a sound within Flash?", then the answer is use the sound properties window for sounds that download ie sound objects and timeline sounds set to event/start sync. Use the Publish settings Flash tab to set compression for sounds set to stream sync. Flash ignores sound properties settings for stream sync souns.
