Plastic Lay-out

I'm planning to make a plastic interface.
Now I saw many tutorials on how to make plastic buttons, but should I use the same effect for my other objects ?
And how should I handle it?
Make everything seperate ?
Or all in one ?

best thing will be to make the entire interface in photoshop then slice it up in with the slice tool and export to flash or html.
