Nyuk! Nyuk! Nyuk! Hey Moe...
There's gotta be wider doorways to your slice of the american pie than e-lance. I wouldn't even focus on them at all and just try to make good contacts with people through the web.
Sorry that my response doesn't address your elance problem, but I think it may be a helpful redirect.

I'd suggest that most of the international freelance job sites will operate either in UK £, US$, or another Dollar currency - Aus, Canadian perhaps. Or indeed Euros now maybe?
I don't know how you could sign up for elance without a credit card though as part of their verification process requires a credit card charge which you are then refunded.
In short though, I'm an elance member and it's total crap. Clients want all sorts of work done for next to nothing and you're competing against some seriously stiff competition in terms of the number of people bidding on projects.
I can afford to work for well below Western market rates at the moment as web design isn't my main source of income but even I can't do some of the work for the prices that are being quoted.
Listen to SerpentStar instead

www.freelancers.net
http://www.noagenciesplease.com/
www.surfstation.lu has a limited job/work section but no great.
The first two are UK based and I've never got any work from freelancers.net or tried noagencies but they're the only ones I know of.
