I installed the latest Norton Anti-Virus software on my computer the other day and it bogged down the computer, forcing my to reinstall it. Problem: when you reinstall Norton Anti-virus it creates a dependency file on your computer, which causes your ip number to come up as 0.0.0.0. Your CD-ROM won't work nor your DVD Drive or your scanner. It needs the information to contact remote drivers on your computer. The file dependency is a SYMTDI file and the directions for how to remove it is on microsoft.com. Essentially you just go into your DHCP under the registry prompt, find the file and delete. Simple as that and then everything is up and running. Weird bug and for a moment, I thought I'd have to reinstall the entire OS.
