Good Japanese Web designer?

Does anybody know a good Japanese Web design. We are a London based web company and would like to know what is involved in providing a Japanese version of a site we will be building for a client.

Do Japanese versions of international companies sites usually have navigation in Japanese?

Can you install japanese fonts into flash? Are there any specific problems that i should know about?

What are you rates? (in dollars or pounds if possible please)

I need to provide a quote to the client.
