How can I turn a real photo to look like computer graphics?
I'd like to know how to do this But I have no idea where to start..

That looks like it was created with a 3d program rather than made to look like a computer graphic.
Probably something like Lightwave or 3D Studio max.
You may be able to create a sort of 'computer graphic' type image by playing with some of the filter settings in Adobe Photoshop, but im pretty sure that the image was created using a 3D program.

Im gonna have to agree with Daniellawson and guess that it was done in 3D Studio Max. There is no easy way or filter (to my knowledge) so all I can recomend is that you remake the photo yourself. Here is a tutoraial to get you started Car Tutorial

Guess i'll go for something easier..Can this be done with filters?

just try paint daubs... perhaps you achieve something 'slightly' similar. the answer is no, you cant do that with filters only.

Probably not what you're going for, but here's something I did with a bus a few years ago.
I think this is just the cut out filter?
doesn't look 3D though.

Also you can create something like your blue car in Flash by itself. Here's a sample I made.
