How do I convert a movie into flash vectors?

I have seen this in a lot of sites.. like they convert a movie into a flash movie but made of vectors or something.. i would like to know what software to use or what's the technique about.. i hope u guys can help me out.

i've done this before in flash mx. i believe you select the entire movie on the timeline after you've imported it into flash. and select 'trace bitmap', i believe. hope that's enough info for yuz.
