are you looking for the flash 4 PLAYER or flash 4 AUTHORING ENVIRONMENT. i'd understand if you need the player for some backward compatibility testing (if anyone knows where we can get older player versions to run separately so they dont interfere with the normal player i'd like to know, rather than having a separate computer with flash 5) but if you want the authoring environment you'll either need to pay or ask someone nicely who has it.

even downloading illegally you'll have a problem finding it. you'll probably only find mx and mx 2004 on download sites or kazaa (not that i support that, just stating l337 f1a6h3r5 usually download newer versions right when they come out. Its "free" why stick with old version?)

macromedia might have had one a long time ago, but they only keep the most recent one on their site. They don't sell flash 4 anymore, so why should they have a free trial of it?

your best bet is to buy one on ebay or some other online site. you should be able to get it real cheap there (a lot of the time people buy old versions then buy the upgrade because it's cheaper than buying a new full version). I bought Corel Draw 8 for $20 because I was going to upgrade it to 11, but after using it its just as good at 11.
