    frame rate

I would like to hear your opinion regarding frame rates. I am trying to determine what rate to set a portfolio site at. I would like the animations smooth but yet I don't want it to take forever to load. Thoughts?

depends if you are using motion tweening or not.
If you using motion tweening the higher the frame rate the better. allthough i useually settle for a frame rate of 24 as all PC's should have no problem displaying that, higher frame rates are often unachiveable by slower machines.
If it something such as a bitmap sequence then the lower the frame rate the faster loading but the smoother looking it will be. i suggest experementing with super high compression on the images and a high frame rate, so long as the images move enough the poor quality should be unnoticable.
If at first you dont succeed, parashoot jumping is not for you.

That will depend on the size of the graphics among other things. The use of aplha will slow it down too. You have to test it on a machine with your lowest standard criteria, that you would like it to look good on.
