First frame checks the size of the movie in bytes.

Second frame checks the loaded bytes compared to the total bytes and sums up a percentage of how much the movie is loaded. If it is at 100%, it goes to the "main" scene.

Frame 3 is only reached if the second frame does not send the playhead to the "main" scene and sends the playhead back to frame 2.
