I am looking for reference of open source Flash or Flash file format tools. And Flash 2 EXE conversion tools.

Hi,

check http://ming.sourceforge.net or freemovie - creating swf files
There are probably a couple of programs that do specific tasks, e.g. convert an image or an mp3 file to swf or add streaming audio to an existing movie. (or perhaps extract the audio into a mp3 file)

Macromedia does not allow use of fla files, so there should not be any projects using the fla format
