    Valuable years?

How important is work experience in the creative design industry? Do people even consider hiring without 2-3 years working in the industry? Is it by strength of portfolio or do they want to see someone with a commitment for 2 years at a job?

You will seriously find every color of this spectrum in the web design/development field. Many thing come into play here... experience, talent, professionalism, etc. In the end, all you can do is put on your best and take a step forward.... sometimes you'll make it, sometimes you won't. Along the way you'll gain more experience and hopefully more money.
    Best wishes to you!

Jobs that require less than 2 years experience are considered entry-level positions and, yes, they are out there. (Of course, the salary is at the lower end of the pay scale.)

In fact, seeing that you are in Southern California (as I am), here is an entry-level job listing for a Web Coordinator in Glendale. The PDF Job Description reads, "Candidates with the necessary design, creative and organizational skills but with limited job experience are encouraged to apply."
