I would venture to say it was just an imported video clip.
    maybe.

If you would like to creat your own then what i'd do is take a picture of water, copy it and then put them both on seperate layers. Have the one on the botome run horizontaly then take the one on the top, make it transparent, and then make it run virtically.

Also try putting a third water on the very bottom but dont make it move, and then have the two on top of that be transparant .

Or, and this is just a crazy thought, maybe just go out and take the footage yourself? Jump in a pool with a water-tight camera, take a few seconds, import to After Effects or Combustion, loop it, et voila.
    hello.

importing a video clip is the easiest and most natural thing to do, but in the case of EVB I don't think they did that, unless they set up a small tank of water in a studio, the light and reflections on their water seems to be very unnatural.

I'm thinking they used a 3d program, so, as you're asking what evb used, I'd say a 3d program, but I'd rather use real water, though it could be that they tried that and it was just too 'jarring', as natural things can be when displayed in fake surroundings.
