Can anyone tell me what types of filters I would need to use in Photoshop to create this effect? I am in search of someone who knows how to manipulate a photo like this, and who can share with me the process that I need to go through to convert a regular color image into something like this. Thank you in advance.
looks like a bit of pixelation in grayscale with a touch of paint daubing and either a sketch effect or a trace outline done on a layer on top..... ehhh voila
lokks like its either a trace outline type effect or a really light sketch effect done on another layer then blended in with one of the layer blends. Short of that just have the pic behind and trace the outline on a new layer as you see fit.
It looks like it was sketched in pencil or on a wacom tablet, blurred, and painted in grayscale with that style. No filters necissary, just an artistic eye.
