Bitmap Tween Sorrows

Can anyone point me in a right direction? Anytime I use a jpg in my movies and have it move, fade, or do anything to it, you can see part of the image distort. How do I combat this?

Try setting its alpha to 99% or setting the scale to 99.9%... usually solves the problem.
