Convert it as a symbol and set alpha to 50% or whatever.

Did you try it? Convert your picture to a graphic symbol.

    Shhhhhhhhhhhhhhhhhhheeeeeeeeeeeeeeeeeeeeeessssssss ssssssh!

Import your picture or drag it on stage, select it and under "INSERT" (in the top menu), select Convert to Symbol, make it a graphic symbol.
In the now "graphic" properties, in the Color box, select alpha and set it to whatever suits you...

    semi transparent

You use the alpha chanel that is located on the color mixer. Select your object and click on the alpha down arrow and 0% is you don't see the object at all 100% is completly visible.
    Hope this helps.
