When to create a new swf versus a movie clip in the current swf

Is there some type general rule or guideline in determining when you should create a new swf instead of creating a movie clip in the current swf.

For example, I am building a family website, and I would like each child to have their own section with a couple of it's own pages.

I could build in the current swf, then I will have a layer for each child and a lot of empty frames or I can build a new swf.

Is there an advantage or disadvantage to either?

The advantage of different .swfs being loaded into a root swf is the efficient load time. The user does not have to load everything in order to view one person, just load what they want. Saves bandwidth and time.
