What are easy ways to have a spotlight that highlights objects on the screen (or is even able to follow objects...)?

there are many spotlight effect that people make in flash.
I am not quite understand your question, but maybe this will help,
1.using masking effect for the object(make a white spot that will move in the masking effect)
2. make another white spot on a new layer which will move along with the white spot in the masking effect.
look into the flashkit movie section, maybe there have something that suit your need.
