Hi all you have to do is cut out the image you want to place over the light effect (put that on a separate layer) then as branny says either do a lens flare from the filters menu or use an image of the sun, or airbrush a big glow, there are loads of ways to create that effect (lens flares the easiest)
then place the cut out object over the top of it, they have applied a glow to there image, you can apply this in the effects available in the layers menu (right click the layer containing the image).

ya I wanted to stay away from lens flare, its a little trendy, I made something awhile ago in class, can't remember how I did it, something with a stroke and some noise then spirled it..
I found some cool links in the Sticky that worked
Thanks

For something like the image you showed us i'd just brush it in photoshop. Though i'd just probobly use a piece of one of my existing abstract pieces, which i use 3ds max and photoshop usually to make.
Btw nice gallery witmer.

Please no more lens flare, that is one of the most abused effects.
