How is this possible? Can it be done in flash?

We have been asked to make a children's puzzle. Basically you drag characters onto a game board based around the clues they give. Eg. I live next to a red one. All the green ones live on the left.
    Easy enough.
What we have also been asked to do is make a version where kids create their own puzzle for other kids to play. Exported as a swf? I don't know. Any ideas?

    What the object is

It is a problem solving, logic puzzle.
Basically you have six squares, 2 rows of 3.
You have 6 characters, each belonging in a square.
When you mouseover a character you would get a clue "I live on the bottom row"
Another might say "I live under the red character"
or "I live next to one with stripes"

    Hope this is clear

To "export as swf" you can use Ming. This requires a backend language such as PHP/Perl/ect.

Ming is a great replacement for the discontinued generator, and is free and open source.
