    There are also pleanty of 3rd party applications that animate into flash using there method of animation

    You all need to learn more about animation. You set keyframes for major changes in movement or pose then tween the frames "in between" You don't have to use Flash's built in tweens but they can help keep file size down. But you first have to set out your storyboard/animatic and plan from there. You can also use "scene" cuts to reposition action. You can learn that by viewing films.

    Motion tweens work if you are moving a symbol which already contains something like a "walk cycle", or for panning and zooming. But Flash's built in tweens aren't going to make you an animator, and neither is frame to frame movement on every frame. Some frames remain static for timing purposes.

    I find it rare to use shape tweens, the only useful purpose I've ever found for them are in trying to do water scenes.

    You need to remember: weight, balance, arc and other basic animation theories.
