Newbie needs help

Just stated using flash a couple of weeks ago so I am a flash infant. I am making this short animation for a training course I am working on. It works except that in the middle of the circle the down state shows up if you mouseover. How do I get it so that only the button is the clickable mouseover region. Take a look at the file as it is probably worth a 1000 words. You will get what i mean.

Here you are. I basically redid the whole thing using a single movie clip containing the "steps", and then used a single button that had different actions for each step, which told the movie clip which one to go to.
