first thing first proportions
try to draw 8 horizontal equidistant lines like on the picture below
the try draw your man or woman using the lines to see how far each part of the body is from each other
hope i'm clear enough
also i would reccomend photoshop or painter and a nice wacom tablet
to do your drawings on a pc paint comes with windows and it really sucks

Yes, you first need to get familiar with the proportions. The vertical proportions are pretty straight forward. You can use the head as a unit of measurement. Vertically the body is usually about 7-9 times the head, depending in ur style.
Keep also in mind how long should the arms and legs be. Arms are shorter than legs!!
You can find numerous models all over the net.
Next things you have to worry about is getting the shapes right. Remember we are not made of straight lines. Study some perspective pictures and learn how the body curves will change according to the position of the viewer.
Then, you can get even more detailed and study hand motions, facial expressions, cloth foldings, action stances, wtv pleases you.
The secret is to practice a lot. =)
@Nayades: I wouldnt advice him to do that. Cuz its better if he improves. Once he masters his techniques he will be able to create amazing stuff + his old childish drawings. All he has to do is keep his early arts and use them as reference later. ^^
