How is this achieved?

On this page there is the line
"yugop.com is incubating ideas for" IT has a random word change.
It's not the random part I’m looking to do I want the effect when you rollover a button for the text to do this letter scramble effect. It scrambles letters and then forms it back to a word.
How is this done?

I have also seen it with just button text when you rollover the button.
