I don't understand what makes this one of the best nav bars? Are we talking about best nav bar in terms of design? accessibility? motion? user friendly?

It's definitely not easily accessible or user friendly because i have to wait at least 3-10 seconds for the bouncing to stop in order to click a tiny ball and i have to scroll down to click the other links. It's a creative use of the expanding menu bar, but not original.

To me, that type of Nav is very frustrating and wastes my time. If I ahd come across that site anywhere else than here, I would have immediatley closed it.
