Flash, on its own, has no capability to support this.
On PocketPC you may be able to use a 3rd party application to help Flash communicate with the OS or another .DLL that can route infrared data to flash.
I am not sure if the current 3rd party apps dirrectly support infrared signals. You may need to write a custom application to do this.
So it is possible, on PocketPC, but may require custom programming. Not sure that this would be possible on any other Flash implementation.
