how to create this moving stage

i have seen this site http://www.redbullcreativitycontest.be/ and wondered how you create a scrolling stage like this and also how to achieve what the menu does as well, can anyone help me please with any advice or examples thankyou....

i think its a big picture, bigger then the stage, and moving the picture when you scroll using your mouse

when u click on a menu, the picture just moves to a specified coordinates

Hit-or-miss is right. There is a very large picture, much larger than the stage. The movie detects when the cursor is on the edge of the screen, and moves the really big picture accordingly.
