How Do They Do This?

Okay, how do they this witht he audio? I'm not talking about the different tracks and stuff. The ONLY thing I'm interested in is how you can scroll through the audio. Like if u want to skip to the end of the track you just click on that part of the timeline. How do they do that?

the sound is on 'stream' instead of 'event' in the sound properties.
