Im just starting this game design thing and i would like to know how i can get some software to let me start designing.

You buy it.
Not unless it's shareware, or freeware.
Freeware would be GIMP 2.0 and the such.
Other software, you purchase. And if you didn't read the rules to which you agreed to when you signed up to Flashkit, you do not solicit illegally obtained software. Want Dreamweaver MX 2004, buy it from Macromedia. It goes for the rest of the software that has a price tag.

Actually, I have. Had access only to a linux laptop whilst travelling onsite - my iBook and Dell were being fedEx'd to me - and needed to edit every png and jpg for a project... did it via GIMP for that project.
Didn't even use Photoshop the next day when I got my machines sent to me.
I did a few graphics in the Arena almost solely in GIMP too. Had a battle that Starkey and I were going to do using nothing but GIMP, but he ended up leaving FK before it happened.

Multimedia Fusion is a good program for making games. Its pretty basic, but you can make great stuff with it.

Let's not forget that you can get decent compilers (C++/Java) for free - just have to know the languages backwards and forwards before starting on game dev.
If you're talking about Flash games, what Gerbs said.
