Not sure if this what you are talking about, but lets suppose with your game couple of ads are shown in same page. Flash is commonly used for ads too. Now you have 3-4 flash movies running same time and if one of them is set to 120 fps they all crawl down to near stop.

I think very high framerates may slow down your browser...

cartoon animation is drawn with 24 fps. that's more than enough frames for the human eye. I always go between 24-30
