loading order of movie...white screen then preloader...why?

I have a popup that appears on mouse press of a button in my main movie. When the window appears it seems to load with a blank screen and play my preloader really fast. Obviously something about the loading order is wrong.

what do you think it is?

any help will be greatly appreciated.

provide the url so we can see what it looks like for a better idea. sounds like some actionscript in the preloader is messed up.
