    questions about the "if" command

I'm having a problem syncronizing the flow of some movieclips and I'd found very useful the use of a if-then command, as in .asp. But I don't know where to start. I'll clarify my problem with an example. Let's say I have 2 frames on the timebar and a movieclip called "movie" with its own timeline.
If I move to frame 2, I need a command that, if the "movie" clip is on frame 3 of its timeline, it has to play from frame 4 on.

I hope to have been clear, plese excuse me for my poor english
