banner size enlarge with rollover??

I am looking for a designer for a new site. I dont know if this is possible or not, I want to have a banner that will enlarge with a mouse rollover that will show links and script, but the links and script must be able to be changed with a cgi script.I know that should be possible, but can the rollover enlarge or show something different without making the original banner size larger No pop ups ?
