the scrolling bar follow the cursor, it is really good, but, i don't know how to create this, do you have a simple step to teach me?

As far as I know, there's not a simple step to do this. There's probably a script that is constantly comparing the mouse cursor's X coordinate with the menu MC's X coordinate. If the difference is not too large, then it is not moved. Above that amount, the menu MC is moved a distance proportionate to the distance from the cursor (it moves faster if it's further away).
