easing scroll bar

im trying to control a movie clip with a scroll bar, using easing to make it smooth. however i haven't any idea how to control(move a movie clip) with a scroll bar. the scroll bar is not like a button that you just press though, its a button that you move up in down, in relation to the movie clip. im sure i could get the easing down, but some help with this would be absolutely awesome. thanks ahead of time.

i have decided to use a slider bar, seeing is that they are designed to work this way. so any help is appreciated. thanks.
