Fruityloops is a good starting point for making music. However, I can't think of anything that would make just sound effects.

That's it. It's now called FL Studio as fruityloops sounded like a breakfast cereal.

Hi. I have used sound production studios for some time now (Reason, FL Studio, eJay, Mixman StudioXPro, MAGIX Music Maker). I have to say that for a beginner, the best software to use is MAGIX Music Maker. You will find it very versatile and easy to use. Find it here: http://www.magix.com/us/music-maker/

Indeed Audacity is as excellent as Macromedia's SoundEdit (which I believe is now defunct?) but better 'cos its free.

I'll try to find somethin (free~) and hopefully able to post it here.
