Menu and masking question

I am wanting to create a menu where, if the user clicks on a button it suppose show what is under the masking. Anyway I have attached the layout that I have created. The attached might give you a better idea of what I talking about. I have no idea of what I am suppose to do with this. So can someone please guide me through this? Thanks in advance.

Ok, now I have found an example of what I am after. Here it is: http://www.lifestylechannel.com.au/home/. See underneath the blue menu that is what I am after. I am wanting the whole sliding effect thing, and clicking on a button to go to a particular part. I hope you can help me now.
