hehe, i'll post the answer again
for anyone who can't find the answer in amongst the 'conversation', here it is again...
put the following code somewhere in the movie:
PHP Code:
movieclipToReplaceCursor.mouseEnabled = false;
movieclipToReplaceCursor.mouseChildren = false;
This stops the movie clip that is replacing the cursor from receiving mouse events so that it doesn't effect roll over, roll off, mouse down and mouse up events of other movieclips

The problem is in the hierarchy.
Let's say you've got just one circle on the stage that is a child of the stage. If the mouse is on the circle that's just fine but if the mouse is not on the circle what is there that could get a mouse on event?
The stage? Well no, the circle is a child of it so the mouse was already on the stage, since the circle is part of it.
