slow JPG animation is rough, what can be done?

I am doing a simple up and down tween with a jpg and it looks very rough. I'm using CS3, 24 fps. When I swap out the jpg for a vector shape it looks nice and smooth. Is there anyway around this or is this just the way Flash works? Thanks!

-.jpg could be too big in size, try optimize it using photoshop
    -increase animation frames
    -increase fps
-or use actionscript (but .jpg still have to be optimized.)

Thank you. I reduced the jpg quality in Flash and it runs much smoother now. It was just a too-big-of-a-jpg problem.
