Why doesn't this dropdown menu work?

I'm not sure, I have this assignemnt and I want to create a dropdown menu for it. I've had my teacher check over the code and he can't find the problem, why doesn't the button that drops down from the animation act like a button object should? (ie, why does it only respond to the UP button event, and not the down or over?) I've attached the file. Thanks in advance.

i don't get your problem... but the btn thats drops down have no code, so it does nothing. The MC that is up, drop the btn when u roll over. that's ok. what should do exactly ???
