Scale swf proportionately in browser

Currently my site stretches to fit the browser, as its just loading the swf, which isnt really desirable. I created the fla at 1024x768. What I would like is for it to scale proportionately with the browser when it is larger than 1024x768.
I tried putting the swf in dreamweaver so now its at the proper proportion, but doesnt scale. How can I do this?

set the dimensions in Publish Settings on the html tab to 100% - see picture
