Movement in 2d images

Hi

How can I replicate the flash video on this website http://www.englishrosehotels.co.uk/ I want to be able to pan over a set of images very subtly. i have tried scaling the image but it seems very clunky, I have no problem in using the tween to move the image but I also want to zoom in and out as well.
