Making it look like panning Across large surface

I'm fairly new to flash... so sorry if this seems basic...

I wanted to create a site where when you click on the navigation, it looks like the entire screen is panning across a large surface (e.g. an illustration of a desk) and then stops where the next page is. Obviously, to create a huge surface it would be too large an image to put on the stage in Flash. Is this something I can use actionscript for?

An example of the way the background moves across the screen is on this website, when you click through the main words on the opening/home page:

Any thoughts on what is the best way to go about this would be very welcome! Cheers.
