Emulate Processor speed

Hi - is there any way to emulate a slower machine ? Flash can emulate a slow download but I want it to emulate a slow processor speed for testing purposes.

I've yet to find any working solutions for this.. I've asked many times. The only program I've found that even comes close is Obrut (Turbo backwards). It basically clogs up all your resources so you have none left for flash. It works, but not exactly rocket science results.. it's not like you can simulate a certain computer, but at least you can get an idea of how it runs on old machines.
