Moving the start and end positions of an object's effect at once

When an object has a move effect attached to it, how do you move the whole object to a different location, effect and all? It keeps only moving the end position when I try it.

Right click on the effect select properties

And then what?

Go to the properties/effects panel and adjust the values.

Or click on the frame preview button then click on the item and drag it to the new location you want it to end at.
